Affairs of the subjects the muslims and non muslims  are looked after by the state 
The laws of Allah  are enforced  with power and opInion of the  people 
Who carry them out And Criminals are humliated,

 Muslims  this is  not a choice  this is obligation on you for your own  affairs 
Allah is commanding you  to  establish the State 
And to finish all the corruptions on our lands

7-85.           وَإِلَىٰ مَدْيَنَ أَخَاهُمْ شُعَيْبًا ۗ قَالَ يَا قَوْمِ اعْبُدُوا اللَّهَ مَا لَكُمْ مِنْ إِلَٰهٍ غَيْرُهُ ۖ قَدْ جَاءَتْكُمْ بَيِّنَةٌ مِنْ رَبِّكُمْ ۖ فَأَوْفُوا الْكَيْلَ وَالْمِيزَانَ وَلَا تَبْخَسُوا النَّاسَ أَشْيَاءَهُمْ وَلَا تُفْسِدُوا فِي الْأَرْضِ بَعْدَ إِصْلَاحِهَا ۚ ذَٰلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنْتُمْ مُؤْمِنِينَ

 
  [Ahmed Ali]     اورمدین کی طرف اس کے بھائی شعیب کو بھیجا فرمایااے میری قوم الله کی بندگی کرو اس کے سوا تمہار کوئی معبود نہیں تمہارے رب کی طرف سے تمہارے پاس دلیل پہنچ چکی ہے سو ناپ او رتول کو پورا کرو اور لوگوں کو ان کی چیزیں گھٹا کر نہ دو اور زمین میں اس کی اصلاح کے بعد فساد مت کرو یہ تمہارے لیے بہتر ہے اگر تم ایمان دار ہو
