Foriegn policy of the state,

Sura # 2 | MadinaSura # 2 | Madina سورة البقرةAl-Baqara  The Cow   
2-193.           وَقَاتِلُوهُمْ حَتَّىٰ لَا تَكُونَ فِتْنَةٌ وَيَكُونَ الدِّينُ لِلَّهِ ۖ فَإِنِ انْتَهَوْا فَلَا عُدْوَانَ إِلَّا عَلَى الظَّالِمِينَ
 [Ahmed Ali]     اور ان سے لڑو یہاں تک کہ فساد باقی نہ رہے اور الله کا دین قائم ہو جائے پھر اگر وہ باز آجائیں تو سوائے ظالموں کے کسی پر سختی جائز نہیں
 [Yusuf Ali]     And fight them on until there is no more tumult or oppression and there prevail justice and faith in Allah; but if they cease let there be no hostility except to those who practise oppression.
Al-Mumenoon |  The Believers سورة المؤمنون  Sura # 23 | Makkah
23-47.           فَقَالُوا أَنُؤْمِنُ لِبَشَرَيْنِ مِثْلِنَا وَقَوْمُهُمَا لَنَا عَابِدُونَ
     [Ahmed Ali]     پھر کہا کیا ہم اپنے جیسے دو شخصوں پر ایمان لائیں جن کی قوم ہماری غلامی کر رہی ہو
     [Yusuf Ali]     They said: "Shall we believe in two men like ourselves? And their people are subject to us!"
State is responsible for it,s subjects, For their release from foriegn lands if held by the enemy,
