Comand-Do not cusult & take advice from the people ------------------------------------Who are despicable-Slanderers- With calumnies--Ready with oaths-- Exult proud-------------------- Suspicious-Back biteter--Hinderer of Good-Violent-Spy-Liar--------------------Comand is the guide who one can trust for all the muslims----------------------------Comand is applied to the members of [Mujlis Suara] The counsell of consultation--------Who give advice to the ameer concerning the affairs of state subjects--------[The need of people in the state like-- building Hospitals- Roads Water supply sewrage systems-Location of needs----Members are not on the pay roll of the state---------------------All parts of the state with small or big are treated according to their needs---------All indviduals are attended for their needs----------- In Democracy Governing body [elected by the people] are only Rich & influential Who Run the state-------------------------------Islam Rich people with massive backing of their tribe and people who live under their influance will not qualify for consultation with the state if they posesess Bad qualities---------Prophet pbuh had the support of rich people like [Abu baqr sudeeqrz -- Usman ganirz--- -Umer bin khutabrz----Ubud-rahaman bin aufrz] The purified ones-----------With Taqwa qualifications & Skills of trade--Rich will have a roll to play in the state----------- What governs the state are comands of Allah----------State Do not accept influance-------One of the condition in appointing the Ameer (The states man) is A free man {under no influance of his wife sons relatives or foreign body Or slave

68/10.           وَلَا تُطِعْ كُلَّ حَلَّافٍ مَهِينٍ
     [Ahmed Ali]     اور ہر قسمیں کھانے والے ذلیل کا کہا نہ مان
     [Yusuf Ali]     need not the type of despicable man― ready with oaths.

68/11.           هَمَّازٍ مَشَّاءٍ بِنَمِيمٍ
     [Ahmed Ali]     جو طعنے دینے والا چغلی کھانے والا ہے
 


     [Yusuf Ali]     A slanderer, going about with calumnies.
 


68/12.           مَنَّاعٍ لِلْخَيْرِ مُعْتَدٍ أَثِيمٍ
     [Ahmed Ali]     نیکی سے روکنے والا حد سے بڑھاہوا گناہگار ہے                                                                        


[Yusuf Ali]     (Habitually) hindering (all) good, transgressing beyond bounds deep in

sin.
 


68/13.           عُتُلٍّ بَعْدَ ذَٰلِكَ زَنِيمٍ
     [Ahmed Ali]     بڑا اجڈ اس کے بعد بد اصل بھی ہے
 


 [Yusuf Ali]     Violent (and cruel), with all that, base-born―
 


68/14.           أَنْ كَانَ ذَا مَالٍ وَبَنِينَ
     [Ahmed Ali]     اس لئے کہ وہ مال اور اولاد والا ہے
    


[Yusuf Ali]     Because he possesses wealth and (numerous) sons.
